2000 JOINT RESOLUTIONS

|
WHEREAS, Further additions to the Rules of Legislative Ethics are not
currently proposed; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the Rules
of Legislative Ethics, published as Rules 118 through 130 of the Rules of the Senate of
Maryland and Rules 118 through 130 of the Rules of the House of Delegates of
Maryland, are hereby repealed; and be it further
RESOLVED, That the following Rule of Legislative Ethics is adopted:
1. Waiver of confidentiality.
The Joint Committee on Legislative Ethics, in its exercise of the authority
granted under § 15-516(b)(3)(ii) of the State Government Article and upon a vote of
three-fourths of the membership of the Joint Committee, may allow public access to
and inspection of information relating to a complaint, proceeding, or record if
disclosure is necessary to uphold the integrity of the ethics investigation process.

(House Joint Resolution No. 10)
A House Joint Resolution concerning
J. Louis Boublitz District Court Building
FOR the purpose of naming the new Washington County District Court building in
honor of J. Louis Boublitz.
WHEREAS, J. Louis Boublitz, a native of Baltimore, worked at the Cotton Duck
Mill Manufacturing Co. whale attending the University of Baltimore 5 nights a week
after work; and
WHEREAS, J. Louis Boublitz began his 45-year law career with the law offices
of Weinberg and Green, leaving to serve with Patton's Third Army during World War
II, and thereafter continuing his law career in Washington County, eventually serving
as city attorney to Hagerstown for 4 years and as chairman of the Washington County
Planning and Zoning Commission for a term; and
WHEREAS, J. Louis Boublitz was appointed to the bench in Washington County
when the District Court opened its doors in 1971, and served until his retirement
from the bench in 1982; and
WHEREAS, J. Louis Boublitz was greatly respected by members of the
Maryland State Bar and the residents of Washington County for his firm but fair
courtroom proceedings, commitment to justice, and devotion to the community; and
WHEREAS, The General Assembly wishes to express its profound respect for,
and deep gratitude to, J. Louis Boublitz, and to name the Washington County District
