(6) To assure the achievement of paragraphs (1) through (5) of this
subsection, economic growth is encouraged and regulatory mechanisms are
streamlined; [and] (7) ADEQUATE PUBLIC FACILITIES AND INFRASTRUCTURE UNDER THE
CONTROL OF THE COUNTY OR MUNICIPAL CORPORATION
ARE AVAILABLE OR
PLANNED IN AREAS WHERE GROWTH IS TO OCCUR; AND (8) Funding mechanisms are addressed to achieve these visions. (c) (1) Except as provided in paragraph (2) of this subsection, the authority
to adopt regulations concerning the implementation of subsection (b) of this section in
a plan shall be vested solely in the legislative body of the jurisdiction that has adopted
the plan. (2) This subsection does not limit the Office of Planning, the State
Economic Growth, Resource Protection, and Planning Commission, or any
subcommittee of the Commission, from exercising any authority granted under the
State Finance and Procurement Article. 7.03. (a) Except as provided in §§ 3.05(a)(1)(iii), (v), (vi), and (viii), (4), and (b),
3.06(b) and (c), 4.01(a)(2), 4.09, 5.03(d), 7.01(c), 10.01, 11.01, 12.01, and 13.01 of this
article, and subject to subsection (b) of this section, this article does not apply to the
chartered counties of Maryland. This section supersedes § 7.02 of this article and any
inconsistent provision of Article 28 of the Code. (b) Section 13.01 of this article does not apply to Montgomery County or
Prince George's County. Article - State Finance and Procurement 5-7A-01. The State Economic Growth, Resource Protection, and Planning Policy is that: (1) development shall be concentrated in suitable areas; (2) sensitive areas shall be protected; (3) in rural areas, growth shall be directed to existing population centers
and resource areas shall be protected; (4) stewardship of the Chesapeake Bay and the land shall be a universal ethic; (5) conservation of resources, including a reduction in resource
consumption, shall be practiced; (6) to encourage the achievement of paragraphs (1) through (5) of this
subsection, economic growth shall be encouraged and regulatory mechanisms shall be
streamlined; [and]
