(3) ALLOCATE NOT MORE THAN 20% TO NONRESIDENTS OF THE 150
FRESHWATER FISHING GUIDE LICENSES THAT ALLOW A PERSON TO OPERATE IN
NONTIDAL FRESHWATER AND TIDAL AREAS DESIGNATED IN SUBSECTION (F) OF THIS
SECTION; AND (4) ESTABLISH PROVISIONS FOR MAINTAINING A WAITING LIST FOR
APPLICANTS IN EXCESS OF THE MAXIMUM NUMBER OF FISHING GUIDE LICENSES
THAT ALLOW A PERSON TO OPERATE IN NONTIDAL FRESHWATER AND TIDAL AREAS
DESIGNATED IN SUBSECTION (F) OF THIS SECTION. SECTION. SECTION 2. AND BE IT FURTHER ENACTED, That, on or before December
1, 2003, the Department of Natural Resources shall report to the Governor, the
Senate Economic and Environmental Affairs Committee, and the House
Environmental Matters Committee, subject to § 2-1246 of the State Government
Article, on: (1) the tidal and nontidal waters that are being fished by freshwater
fishing guides; and (2) the types and numbers of fish that are being caught by recreational
anglers guided by freshwater fishing guides; and (3) the number of freshwater fishing guide licenses issued that allow a
person to operate in nontidal freshwater and tidal areas designated in this Act. SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2000
is an emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two Houses of the General
Assembly, and shall take effect from the date it is enacted. Approved May 18, 2000.
CHAPTER 669
(House Bill 1134) AN ACT concerning Natural Gas Suppliers - Licensing and Consumer Protection FOR the purpose of requiring the Public Service Commission to license gas suppliers,
with certain protections; providing that the Commission has certain authority to
take certain actions with respect to gas suppliers; requiring the Commission to
adopt certain consumer protection provisions; providing that this Act does not
affect the authority of the Office of Consumer Protection in the Office of the
Attorney General to enforce certain provisions; providing that this Act does not
prevent the application of certain federal and State laws to certain persons;
providing that the People's Counsel has certain authority in certain proceedings;
requiring a gas supplier to provide certain access to certain records as the
