of the economic composition of Carroll County and shall be selected because of their
known experience and interest in the development of Carroll County.
[(c) Tenure; compensation; officers; agencies.]
3-503. TENURE; COMPENSATION; OFFICERS; AGENCIES.
(A) The members of the Commission shall serve for two years from the
effective date of their appointment and are eligible for reappointment.
(B) [They] THE MEMBERS shall serve without compensation but may be
reimbursed for necessary travel and other expenses incurred in the performance of
their duties.
(C) The Commission shall select from its own membership a chairman,
vice-chairman, and a secretary-treasurer to serve a term of one year and to be
eligible for re-election, provided that no one person shall hold the position of
chairman for more than three consecutive terms. Upon the death, disability,
resignation, or removal of any member of the Commission, the County Commissioners
shall appoint a person representing the same categoric interest to serve for the
unexpired term. The Commission has the power to establish and appoint advisory
groups and committees to assist in its program of activity, and membership on
advisory groups and committees is not restricted solely to members of the
Commission.
[(d) Meetings.]
3-504. MEETINGS.
The Commission shall meet monthly and shall hold special meetings at the call
of the chairman or of any three members of the Commission. The Commission shall
adopt such rules and regulations as it may deem necessary to govern its procedure
and business.
[(e) Reports.]
3-505. REPORTS.
Annual reports shall be made and filed with the Board of County
Commissioners of Carroll County and made available to the public. The annual report
shall include subjects and recommendations for the improvement and advancement of
the economic welfare of the people of Carroll County.
[(f) Powers.]
3-506. POWERS.
The Commission may:
(1) Investigate and assemble information pertinent to the economic
resources and industrial opportunities of the county[.];
(2) Encourage location of new industrial enterprises in the county and
the expansions of present enterprises[.];
