(XI) THE MARYLAND AGRICULTURAL EDUCATION FOUNDATION
$100,000;
(XII) THE TRI-COUNTY COUNCIL FOR WESTERN MARYLAND $42,000;
(XIII) THE DELMARVA ADVISORY COUNCIL $90,000;
(XIV) THE SOUTHERN MARYLAND RESOURCE CONSERVATION AND
DEVELOPMENT COUNCIL $10,000;
(XV) THE WESTERN MARYLAND RESOURCE CONSERVATION AND
DEVELOPMENT COUNCIL—$10,000; AND
(XVI) THE EASTERN SHORE RESOURCE CONSERVATION AND
DEVELOPMENT COUNCIL—$10,000.
(E) (1) IN ADDITION TO THE APPROPRIATION REQUIRED UNDER
SUBSECTION (C) OF THIS SECTION, BEGINNING IN FISCAL YEAR 2001 AND IN FISCAL
YEARS 2003, 2003, AND 2004, THE GOVERNOR SHALL APPROPRIATE TO THE BOARD IN
EACH OF THOSE FISCAL YEARS $100,000 TO FUND ADVANCED TECHNOLOGY CENTERS
THAT SERVE AGRICULTURAL AND NATURAL RESOURCES BASED SMALL BUSINESSES
IN RURAL AREAS THROUGH COMMUNITY COLLEGES LOCATED IN THOSE AREAS.
(3) (I) THE FUND IS A CONTINUING. NONLAPSING FUND WHICH IS
NOT SUBJECT TO § 7-302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE.
(II) THE TREASURER SHALL SEPARATELY HOLD AND THE
COMPTROLLER SHALL ACCOUNT FOR THE FUND.
(III) THE TREASURER MAY INVEST MONEYS IN THE FUND IN THE
SAME MANNER AS OTHER STATE MONEY MAY BE INVESTED.
(4) EXPENDITURES FROM THE FUND MAY ONLY BE MADE:
(I) PURSUANT TO AN APPROPRIATION APPROVED BY THE
GENERAL ASSEMBLY IN THE ANNUAL STATE BUDGET; OR
(II) BY THE BUDGET AMENDMENT PROCEDURE PROVIDED FOR IN §
7-209 OF THIS ARTICLE, PROVIDED THAT:
1. THE BUDGET AMENDMENT AND SUPPORTING
INFORMATION HAVE BEEN SUBMITTED TO THE BUDGET COMMITTEES FOR THEIR
REVIEW AND COMMENT; AND
2. AT LEAST 45 DAYS HAVE ELAPSED FROM THE TIME THE
BUDGET AMENDMENT AND SUPPORTING INFORMATION WERE SUBMITTED TO THE
BUDGET COMMITTEES.
