(2) Recommend the appointment by the Board of employees necessary
for the efficient administration of the Center;
(3) Recommend the discharge of employees for good cause and in
accordance with applicable laws and policies;
(4) Be responsible to the Board for the conduct of the Center and for its
administration and supervision;
(5) Attend all meetings of the Board, except those involving the
Director's personal position; [and]
(6) SUBJECT TO THE POLICIES AND GUIDELINES OF THE COMMISSION:
(I) DEVELOP A MISSION STATEMENT;
(II) SUBMIT THE MISSION STATEMENT TO THE BOARD OF
GOVERNORS OF THE CENTER; AND
(III) UPON THE DIRECTION OF THE BOARD OF GOVERNORS, UPDATE
THE MISSION STATEMENT EVERY 4 YEARS; AND
[(6)] (7) Perform other duties as assigned by the Board.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2000.

(Senate Bill 604)
AN ACT concerning
Creation of a State Debt - Charles County - Port Tobacco Players Theater
FOR the purpose of authorizing the creation of a State Debt not to exceed $800,000
$400,000, the proceeds to be used as a grant to the Board of Directors of Port
Tobacco Players, Inc. for certain development or improvement purposes;
providing for disbursement of the loan proceeds, subject to a requirement that
the grantee provide and expend a matching fund; and providing generally for
the issuance and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Charles
County - Port Tobacco Players Theater Loan of 2000 in a total principal amount equal
to the lesser of (i) $400,000 or (ii) the amount of the matching fund provided in
accordance with Section 1(5) below. This loan shall be evidenced by the issuance, sale,
