(I) $6,000 THAT A PARENT INCURS IN THE ADOPTION OF A CHILD
WHOM THE STATE DETERMINES IS A CHILD WITH A SPECIAL NEED, AS DESCRIBED IN
§ 473(C)(1) AND (2) OF THE SOCIAL SECURITY ACT, IF THE ADOPTION IS MADE
THROUGH A PRIVATE, NOT FOR PROFIT, LICENSED ADOPTION AGENCY OR A PUBLIC
CHILD WELFARE AGENCY; AND
(II) $5,000 THAT A PARENT INCURS IN THE ADOPTION OF A CHILD
WITHOUT A SPECIAL NEED AS PROVIDED UNDER SUBITEM (I) OF THIS ITEM; AND
(2) IF THE CHILD IS NOT A STATE RESIDENT AT THE TIME OF ADOPTION,
reasonable and necessary adoption fees, court costs, attorney fees, and other expenses
not exceeding:
(1) (I) [$3,000] $6,000 that a parent incurs in the adoption of a child
whom the State determines is a child with a special need, as described in § 473(c)(1)
and (2) of the Social Security Act, if the adoption is made through a private, not for
profit, licensed adoption agency, or a public child welfare agency; and
(2) (II) [$2,000] $5,000 that a parent incurs in the adoption of a child
without a special need as provided under item (I) of this subsection SUBITEM (I) OF
THIS ITEM.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2000 and shall be applicable to all taxable years beginning after December 31,
1999.

(Senate Bill 326)
AN ACT concerning
Creation of a State Debt - Prince George's County - Prince George's Hospital
Center, Inc.
FOR the purpose of authorizing the creation of a State Debt not to exceed $1,000,000,
the proceeds to be used as a grant to the Board of Directors of Prince George's
Hospital, Inc. for certain development or improvement purposes; providing for
disbursement of the loan proceeds, subject to a requirement that the grantee
provide and expend a matching fund; and providing generally for the issuance
and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Prince
George's County - Prince George's Hospital Center, Inc. Loan of 2000 in a total
