2. B. FOR AT LEAST 100 VESSELS IN THE PORT OF
BALTIMORE FROM JANUARY 1, 1999 THROUGH JANUARY 1, 2000; AND
3. APPLIES TO THE BOARD ON OR BEFORE DECEMBER 31,
2000; OR
(II) BE A PART TIME DOCKING MASTER AS OF JANUARY 1, 2000,
WHO:
1. MEETS THE REQUIREMENTS OF THIS SECTION;
2. HAS PERFORMED A SPECIAL DUTY ASSIGNMENT:
A. FOR AT LEAST 175 VESSELS IN THE PORT OF BALTIMORE
FROM JANUARY 1, 1994 THROUGH JANUARY 1, 2000; AND
B. FOR AT LEAST 500 VESSELS IN THE PORT OF BALTIMORE
FROM JANUARY 1, 2000 THROUGH JANUARY 1, 2003: AND
3. APPLIES TO THE BOARD ON OR BEFORE DECEMBER 31,
2002;
(3) BE A CITIZEN OF THE UNITED STATES;
(4) PROVIDE THE BOARD WITH PROOF OF RECENT SATISFACTORY
COMPLETION OF THE PHYSICAL REQUIREMENT FOR A FIRST CLASS PILOT LICENSE,
AS DETERMINED BY THE UNITED STATES COAST GUARD;
(5) AGREE TO PARTICIPATE IN A RANDOM DRUG TESTING PROGRAM
APPROVED BY THE UNITED STATES COAST GUARD, AS SPECIFIED IN THE BYLAWS OF
THE ASSOCIATION;
(6) POSSESS THE FOLLOWING LICENSES AND CERTIFICATIONS ISSUED
BY THE UNITED STATES COAST GUARD:
(I) A FIRST CLASS PILOT LICENSE FOR STEAM AND MOTOR
VESSELS OF ANY GROSS TONS FOR THE WATERS ON WHICH THE APPLICANT INTENDS
TO OPERATE UNDER A SPECIAL DUTY LIMITED LICENSE;
(II) A MASTERS LICENSE FOR STEAM OR MOTOR VESSELS UPON
INLAND WATERS;
(III) UNLIMITED RADAR OBSERVER ENDORSEMENT;
(IV) CERTIFICATION OF SUCCESSFUL COMPLETION OF AN
ACCREDITED BRIDGE RESOURCE MANAGEMENT PROGRAM; AND
(V) CERTIFICATION OF SUCCESSFUL COMPLETION OF THE
AUTOMATIC RADAR PILOTING AID (ARPA) PROGRAM; AND
(7) HAVE A MINIMUM OF 5 YEARS EXPERIENCE IN THE MARITIME
INDUSTRY WORKING ON VESSELS IN THE DECK DEPARTMENT AS A LICENSED
MASTER OR MATE ON TUGS OR INSPECTED VESSELS; AND
