(I) 5 YEARS AFTER FIRST ENROLLING AS A CANDIDATE FOR AN
ASSOCIATE'S DEGREE OR A BACHELOR'S DEGREE AT A PUBLIC INSTITUTION OF
HIGHER EDUCATION IN THE STATE; OR
(II) THE DATE THAT THE FOSTER CARE RECIPIENT IS AWARDED A
BACHELOR'S DEGREE.
SECTION 2. AND BE IT FURTHER ENACTED, That the Department of
Human Resources shall provide annually a list of foster care recipients who may be
eligible for the waiver of tuition and fees under § 15-106.1 of the Education Article to
the Maryland Higher Education Commission.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2000.

AN ACT concerning
Kent County - Custody and Transportation of Inmates
FOR the purpose of authorizing the County Commissioners of Kent County to
provide, by resolution or law, for the custody, safekeeping, and transportation of
prisoners by corrections officers or law enforcement officers other than the
Sheriff; and generally relating to the custody, safekeeping, and transportation of
inmates in Kent County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Correctional Services
11-201.
(a) (1) The sheriff of a county shall keep safely each individual committed by
lawful authority to the custody of the sheriff until the individual is discharged by due
course of law.
