of Public Works, the grantee shall submit evidence satisfactory to the Board that none
of the proceeds of the loan or any matching funds have been or are being used for a
purpose prohibited by this Act.
(7) (a) Prior to the issuance of the bonds, the grantee shall grant and convey
to the Maryland Historical Trust a perpetual preservation easement to the extent of
its interest:
(i) On the land or such portion of the land acceptable to the Trust;
and
(ii) On the exterior and interior, where appropriate, of the historic
structures.
(b) The easement must be in form and substance acceptable to the Trust
and the extent of the interest to be encumbered must be acceptable to the Trust.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 2000.

AN ACT concerning
Motor Vehicles - Transfers Between Family Members - Exemption from
Excise Tax
FOR the purpose of exempting from the vehicle excise tax a vehicle transferred to a
niece or nephew of the transferor under certain circumstances; and generally
relating to exemptions from the excise tax.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

13-810.
(c) On transfer of a vehicle titled in this State and issuance of a subsequent
certificate of title, the vehicle is exempt from the excise tax imposed by this part, if it
is:
