"LOCAL GOVERNMENT" MEANS: (1) A COUNTY; (2) A MUNICIPAL CORPORATION; (3) A SPECIAL TAXING DISTRICT; OR (4) A REGIONAL GOVERNMENTAL ENTITY CREATED BY STATE LAW THAT
PROVIDES SERVICES IN MORE THAN ONE COUNTY.
