(IV) TAKE APPROPRIATE STEPS TO RESTORE ITS ABILITY TO
PROVIDE A SERVICE THAT IS PROVIDED UNDER A CONTRACT;
(2) IMPOSE A PENALTY OF NOT MORE THAN $125,000 FOR EACH
VIOLATION;
(3) SUSPEND, REVOKE, OR REFUSE TO RENEW THE LICENSE OF A
LICENSED HEALTH SERVICES CONTRACTOR; OR
(4) APPLY TO ANY COURT FOR LEGAL OR EQUITABLE RELIEF
CONSIDERED APPROPRIATE BY THE COMMISSIONER.
(B) IF THE COMMISSIONER ISSUES AN ORDER OR IMPOSES ANY PENALTY
UNDER THIS SECTION, THE COMMISSIONER IMMEDIATELY SHALL PROVIDE WRITTEN
NOTICE OF THE ORDER OR PENALTY TO THE SECRETARY OF HEALTH AND MENTAL
HYGIENE.
SECTION 3. AND BE IT FURTHER ENACTED, That, on or before January 1,
2002, the Insurance Commissioner, after reviewing the information obtained from
registrants under § 19-713.3 of the Insurance Article, as enacted by Section 2 of this
Act, shall submit a report to the Governor and the General Assembly, in accordance
with § 2-1246 of the State Government Article, on the Commissioner's
recommendations as to whether, and to what extent, contracting providers should be
subject to additional regulation for the protection of health care providers and
consumers. The report shall include recommendations relating to licensing standards,
solvency requirements; and the application of State receivership laws.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act applies to an
administrative service provider contract entered into on or after June 1, 2000, An
administrative service provider contract in effect before June 1, 2000 shall comply with
the provisions of this Act no later than January 1, 2001.
SECTION 2. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect July June 1, 2000.

Corporate Charter Computerization and Administration Fund
FOR the purpose of authorizing the Department of Assessments and Taxation to use
a certain fund for the costs of reviewing, processing, and auditing certain
documents filed or requested; requiring certain fees, revenues, and recordation
taxes to be credited to the fund; increasing the fee for processing certain
documents on an expedited basis; altering the fee payable by a business trust for
