than market price from a person who has a power dredge [license] PERMIT under
this section to be transplanted for restoration purposes to the oyster sanctuary
described in regulations in accordance with paragraph (3) of this subsection,
(5) The Department shall adopt regulations reserving areas on a
rotational basis for restoration and harvesting purposes.
(6) The Department shall adopt regulations establishing an appropriate
penalty to be assessed against a person convicted of taking oysters from a sanctuary
or reserved area.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2000. It shall remain effective for a period of 3 years and 8 months, and at
the end of May 31, 2004, with no further action required by the General Assembly,
this Act shall be abrogated and of no further force and effect.

AN ACT concerning
Health Insurance - Notice of Potential Health Care Providers on Carrier's
Provider Panel on Carrier's Provider Panel
FOR the purpose of altering the procedures by which requiring a carrier may satisfy
the requirement to make certain information about health care providers
available to enrollees and prospective enrollees a list of health care providers on
the carrier's provider panel in a certain manner; altering the timing of when the
list of providers on the carrier's provider panel must be provided certain
information must be made available and must be updated; altering certain
information on providers that carriers must provide altering a certain
definition; and generally relating to a carrier notifying providing information to
enrollees and prospective enrollees of potential health care providers regarding
the carrier's provider panel on carriers' provider panels under health insurance.
