(k) "Public work contract" means a contract for construction of a public work.
(1) "Worker" means a laborer or mechanic.
Article - Education
5-112.
(c) (1) A contract for the school building, improvements, supplies, or other
equipment shall be awarded to the lowest responsible bidder who conforms to
specifications with consideration given to:
(i) The quantities involved;
(ii) The time required for delivery;
(iii) The purpose for which required;
(iv) The competency and responsibility of the bidder; [and]
(v) The ability of the bidder to perform satisfactory service; AND
(VI) THE PLAN FOR UTILIZATION OF MINORITY CONTRACTORS.
(2) The county board may reject any and all bids and readvertise for
other bids.
SECTION 2 AND BE IT FURTHER ENACTED, That the prequalification
questionnaires administered by county boards of education for the purposes of
soliciting bids for school construction shall include questions regarding the diversity
of the board of directors of interested contractors.
SECTION & & AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2000.

AN ACT concerning
State Government - Department of Planning
FOR the purpose of removing provisions designating the Office of Planning as a
separate unit of State government; renaming the Office of Planning to be the
Department of Planning, and making it a principal department of State
government; specifying that the head of the Department of Planning is the
Secretary of Planning; directing the Secretary to report directly to the Governor;
specifying the duties and functions of the Secretary and of the Department of
Planning; requiring the Attorney General to assign a certain number of
assistant attorneys general to perform certain duties and functions in the
