The amount of funds to be held from a
Local Management Board shall be
proportionate to the fiscal 2001 total
award to that Local Management Board.
The funds may be released without
further approval as Local Management
Boards provide the appropriate
information. The subcabinet shall present
a summary financial report for fiscal 1998
and 1999 to the budget committees
(including details as to when reporting
was completed) within one month of all
Local Management Boards submitting the
appropriate financial information.
Further provided that $1,500,000
designated for Prevention Services for
Disruptive Youth may not be expended
until a plan detailing how the funds will
be spent is submitted to the budget
committees for review and comment or 45
days have elapsed from its receipt.

RA04.01 Local Management Board Fund
General Fund Appropriation, provided that
none of this appropriation may be
expended for in state diversion, that is the
treatment of children in community based
care, children who would otherwise be
placed in an in state Residential
Treatment Center, until the subcabinet
submits a report to the budget committees
detailing how this in state diversion
program will be implemented, how it
differs from existing agency efforts to treat
children in the appropriate setting, and
what outcome measures will be used to
evaluate the program. The budget
committees shall have 30 days to review
and comment on the plan, provided that
none of this appropriation may be
expended for in-state diversion (i.e.
the treatment of children in
community-based care who would
otherwise be placed in an in-state
Residential Treatment Center) until
the subcabinet submits a report to the
