the Supplemental Pool to assure no
additional State funding is necessary. The
Department of Health and Mental
Hygiene through its managed care
rate setting process shall fund the
Supplemental Pool recommended by
the Federally Qualified Health Center
Viability Committee by adjusting total
HealthChoice funds prior to setting
specific managed care rates for
calendar 2001.
Provided that the Department of Health
and Mental Hygiene (DHMH),
effective July 1, 2000. report quarterly
to the budget committees on the status
of the fiscal 2001 appropriation for
the Medical Care Provider
Reimbursements, any anticipated
deficiency appropriation that may be
required, and the policy decisions
that may impact the budget and the
provider community. It is the intent of
the General Assembly to closely
monitor this budget. The General
Assembly recognizes that numerous
policy decisions will be necessary over
the course of the fiscal year that may
create a programmatic deficit.
Further provided that DHMH will
report to the House Environmental
Matters Committee, the House
Appropriations Committee, the Senate
Finance Committee, and the Senate
Budget and Taxation Committee prior
to the submission of regulations on
the encounter data-driven calendar
2001 HealthChoice rates. The General
Assembly is concerned that the
HealthChoice rate setting will be
determined by the status of the fiscal
2001 Medicaid budget. It is the intent
of the General Assembly that the
HealthChoice Managed Care
Organization (MCO) rate process be
data driven. Issues of concern which
should be addressed in the report are:
