(1) A written agreement between the federal
government, the State, and Charles
County is executed that details the
purchase plan, management oversight
plan, operating plan, and public access
plan:
(2) Forestry management, wildlife
management, and water management
plans are developed: and
(3) The agreement and the management
plans are submitted to the budget
committees, the Charles County
Commissioners, and the Charles
County House and Senate Delegations
of the General Assembly. The budget
committees shall have 45 days from the
date the agreement is submitted to the
