with the submission of the draft and final
CTP. Notification of new construction
project additions, as outlined in
paragraph (1) above, shall be made to the
General Assembly prior to the
expenditure of funds or the submission of
any contract for approval to the Board of
Public Works.
Further provided that it is the intent of the
General Assembly that the Maryland
Department of Transportation (MDOT)
support bicycle transportation on State
highways and transit systems. MDOT
shall include bicycle ways in new
non-limited access State highway
construction projects and continue to
support programs providing bicycle ways
along the State's existing highway
infrastructure, where practicable. The
department shall implement programs
supporting bicycle traffic in the Mass
Transit Administration and Washington
Metropolitan Area Transit Authority
transit systems, such as the availability of
bicycle racks at transit stations. MDOT
must develop an action plan to implement
policies and programs supporting bicycle
traffic and report to the budget
committees on its plan by October 1 2000.
This plan should develop outcome
measures to examine how effectively it is
being implemented. MDOT should also
identify funding supporting the bicycle
traffic in the Consolidated Transportation
Program.
Consolidated Transportation Bonds may be
issued in any amount provided that the
aggregate outstanding and unpaid
principal balance of these bonds and
bonds of prior issues shall not exceed
$823,000,000 as of June 30, 2001.
Provided, however, that in addition to the
limit established under this provision, the
department may increase its debt
outstanding by not more than $15,000,000
so long as (1) notice stating the specific
