SECTION 16. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 41 - Governor - Executive and Administrative Departments

18-315.

(h) On or before [January] JULY 1, 1999, the Advisory Council shall submit a
report on environmental justice and its recommendations to the Governor, and,
subject to § 2-1246 of the State Government Article, to the General Assembly

Chapter 741 of the Acts of 1997

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1997. It shall remain effective for a period of 2 years and [1 month] 7
MONTHS and, at the end of [June 30] DECEMBER 31, 1999, with no further action
required by the General Assembly, this Act shall be abrogated and of no further force
and effect.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1999 is an emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two Houses of the General
Assembly, and shall take effect from the date it is enacted.
