IF A CENTER IS OPERATED BY THE STATE IN ACCORDANCE WITH § 11-311(C) OF
THIS SUBTITLE, THE DIRECTOR AND ANY ASSISTANT DIRECTOR SHALL BE
APPOINTED AND REMOVED BY THE COMMISSIONER WITH THE ADVICE OF THE
COMMUNITY ADVISORY BOARD.

(E) CECIL COUNTY.

IF A CENTER IS OPERATED BY CECIL COUNTY:

(1) THE SHERIFF SHALL APPOINT A CENTER DIRECTOR;

(2) THE DIRECTOR SERVES AT THE PLEASURE OF THE SHERIFF; AND

(3) THE SHERIFF MAY REMOVE THE DIRECTOR AT ANY TIME WITH OR
WITHOUT CAUSE.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 27, § 710A(d).

Throughout this section, the references to a "center operated by a county in
accordance with § 11-311(a) of this subtitle", a "regional center operated ...
in accordance with § 11-311(b) of this subtitle", and a "center operated by
the State in accordance with § 11-311(c) of this subtitle", respectively, are
substituted for the former references to "county center", "regional center",
and "State center", respectively, for consistency within this subtitle.

In subsection (a) of this section, the reference to "charter county" is added
for clarity to distinguish these counties from those that are not charter
counties.

In subsection (b) of this section, the reference to a "county [that] is not a
charter county subject to Article XI-A of the Maryland Constitution" is
substituted for the former reference to a "noncharter county" for clarity.

In subsection (c) of this section, the reference to a center "operated by
agreement of the counties" is added to distinguish regional centers
operated by counties from regional centers operated by the State.

Also in subsection (c) of this section, the former reference to county
governments "within the region" is deleted as implicit in the reference to
"county governments".

In subsection (e) of this section, the references to the center "director" are
substituted for the former references to the center "administrator" for
consistency within this subtitle. See §§ 11-316, 11-317, 11-318, 11-319,
and 11-320.
