(B) CONSULTATIONS.

(1) IN ESTABLISHING PROGRAMS REQUIRED UNDER SUBSECTION (A) OF
THIS SECTION, THE COMMISSIONER AND GENERAL MANAGER SHALL CONSULT
WITH:

(I) THE ASSISTANT SECRETARY FOR THE DIVISION OF
EMPLOYMENT AND TRAINING, DEPARTMENT OF LABOR, LICENSING, AND
REGULATION;

(II) THE ASSISTANT STATE SUPERINTENDENT FOR THE DIVISION
OF CAREER TECHNOLOGY AND ADULT LEARNING, STATE DEPARTMENT OF
EDUCATION;

(III) THE COMMISSIONER OF THE DIVISION OF LABOR AND
INDUSTRY, DEPARTMENT OF LABOR, LICENSING, AND REGULATION; AND

(IV) THE DIRECTOR OF THE CORRECTIONAL EDUCATION PROGRAM,
STATE DEPARTMENT OF EDUCATION.

(2) THE INDIVIDUALS LISTED IN PARAGRAPH (1) OF THIS SUBSECTION
SHALL PROVIDE APPROPRIATE ASSISTANCE TO THE COMMISSIONER AND GENERAL
MANAGER IN CARRYING OUT THIS SECTION.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 27, § 681E.

In subsection (a) of this section, the former reference to inmates of
"institutions" of the Division is deleted as implicit in the reference to
inmates of the "Division".

Also in subsection (a) of this section, the reference to "personnel"
development plans is substituted for the former reference to "manpower"
development plans for consistency with § 3-506(a) of this subtitle.

The Correctional Services Article Review Committee notes, for
consideration by the General Assembly, that subsection (b) of this section
does not require the Commissioner and General Manager to consult with
the Advisory Committee despite § 3-521 of this subtitle, which requires the
Advisory Committee to advise State Use Industries, make
recommendations to State Use Industries, and review various aspects of
the operations of State Use Industries. The General Assembly may wish to
amend subsection (b) of this section to include the Advisory Committee in
this list of persons with whom the Commissioner and General Manager are
required to consult.

In subsection (b)(1)(ii) of this section, the reference to the "Division of
Career Technology and Adult Learning" is substituted for the former
reference to the "Division of Career and Technology Education" to reflect
the current name of the unit.
