(1) adding a definition for pawnshop;

(2) adding pawnshop as a permitted use in C-2, CBD-1, CBD-2, and CBD-3
zones;

(3) requiring a minimum distance between individual pawnshops and
between pawnshops and residentially zoned property; and

(5) generally relating to regulation of pawnshops.
