AN ACT extending Howard County's tax credit for commercial and industrial
businesses to businesses that rent or lease real property in the County;
requiring the owner of the real property subject to the credit and the business
conducting the activity that qualifies for the credit to enter into a contract with
the County; specifying the terms and conditions of the contract; altering the
duration of the tax credit; and making technical changes.

AN ACT amending the Subdivision and Land Development Regulations, of Howard
County to allow developer constructed roads may in certain instances to be
private roads; clarifying review procedures for private roads; authorizing the
County to require developer agreements and surety for private access place
roads and private stormwater management facilities; and modifying certain
sidewalk requirements.

AN ACT providing that it is not unlawful housing discrimination in Howard County if
the owner of an assisted rental housing development in Howard County refuses
to rent a dwelling to a person because the person is a participant in a
government housing assistance program; and defining certain terms.

AN ACT authorizing the use of County General Funds, in addition to revenue from
the Fire and Rescue Tax, to pay certain central administration and operational
