Article establishes specific procedures for changing a regulation. Section
10-106 of the State Government Article requires that a regulation contain
"a citation of the statutory authority for the regulation". Section 10-107(b)
of the State Government Article requires that the Attorney .General
approve the legality of a regulation before the regulation may take effect.
Taken together, the clear implication is that a regulation "may not be
inconsistent with law".

3-206. SAME — ANNUAL ACCOUNTINGS.
(A) IN GENERAL.
ON OR BEFORE JULY 30 OF EACH YEAR, THE COMMISSIONER SHALL SUBMIT TO
THE SECRETARY AN ACCURATE, DETAILED STATEMENT OF ALL RECEIPTS AND
DISBURSEMENTS OF THE DIVISION DURING THE YEAR THAT ENDED ON THE
PRECEDING JUNE 30.
(B) VERIFICATION BY COMMISSIONER
THE COMMISSIONER SHALL VERIFY THE STATEMENT SUBMITTED UNDER
SUBSECTION (A) OF THIS SECTION.
(C) SUBMISSION TO COMPTROLLER
THE SECRETARY SHALL SUBMIT THE STATEMENT RECEIVED UNDER
SUBSECTION (A) OF THIS SECTION TO THE COMPTROLLER
REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 27, § 677 and, as it required the statement to be
verified under oath, § 678(b).
In subsection (b) of this section, the requirement that the statement be
"verif[ied]" by the Commissioner is substituted for the former requirement
that the statement be "duly sworn to" by the Commissioner for consistency
throughout this article and with similar provisions in other revised articles

3-207. SAME — ANNUAL REPORTS.
