Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 646.

This bill modifies the educational requirements for a chiropractic license.

Senate Bill 155, which was passed by the General Assembly and signed by me on May
13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 646.

House Bill 646

AN ACT concerning

Chiropractors - Licensure - Educational Qualifications

FOR the purpose of altering the educational qualifications for licensure in
chiropractic to exempt from a certain requirement concerning a bachelor's
degree a license applicant who has matriculated to an approved school of
chiropractic and who has obtained
a bachelor's degree before making a certain
application
; repealing an exemption from a bachelor degree requirement
applicable to a person who has matriculated to an approved school of
chiropractic before a certain date; and generally relating to the qualifications for
licensure in chiropractic.

BY repealing and reenacting, with amendments,
Article - Health Occupations
Section 3-302

Annotated Code of Maryland

(1994 Replacement Volume and 1998 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Health Occupations

3-302.

(a) To qualify for a license, an applicant shall be an individual who meets the
requirements of this section and the examination requirements of this title.

(b) The applicant shall be of good moral character.

(c) Except as otherwise provided in this title, the applicant shall:
