(i) for a first offense, to a fine not exceeding $100; and

(ii) for each subsequent offense, to a fine not exceeding $500 or
imprisonment not exceeding 90 days or both.

[(j) A clerk may destroy an application if the applicant has not obtained a
license within 90 days after applying.]

(b) Within 6 months after a license [is issued] BECOMES EFFECTIVE, any
authorized official may perform the marriage ceremony of the individuals named in
the license.

(e) (1) An individual may not perform a marriage ceremony without a
license [issued] THAT IS EFFECTIVE under this subtitle.

(2) An individual who violates the provisions of this subsection is guilty
of a misdemeanor and on conviction is subject to a fine not exceeding $500.

(c) If the marriage certificate is not returned within [30 days from] 6
MONTHS AFTER the date ON WHICH the license [is issued] BECOMES EFFECTIVE, the
clerk who issued the license shall attempt to determine whether the marriage
ceremony was performed and, if so, the name of the authorized official who performed
the marriage ceremony.

SECTION 3. AND BE IT FURTHER ENACTED, That a license issued before
the effective date of this Act remains as valid as if this Act had not been enacted.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 262.

This bill allows a county or municipality to grant a partial or full corporation property
tax credit for a vacant or underutilized building if the building was built primarily for
commercial purposes, was last used for commercial purposes, and has been renovated
to be used primarily as housing.

Senate Bill 395, which was passed by the General Assembly and signed by me on May
13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 262.
