(2) AN AUTHORIZED FACILITY AGGRIEVED BY A DECISION OF THE EMS
BOARD UNDER THIS SECTION SHALL BE AFFORDED AN OPPORTUNITY FOR A
HEARING IN ACCORDANCE WITH TITLE 10, SUBTITLE 2 OF THE STATE GOVERNMENT
ARTICLE.

SECTION 2. AND BE IT FURTHER ENACTED, That the EMS Board shall
adopt regulations to implement the provisions of this Act on or before December 31,
1999.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 1999.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 226.

This bill requires the State Board for Professional Land Surveyors to adopt
regulations that require a demonstration of continuing professional competency for a
license as a condition of license renewal.

Senate Bill 450, which was passed by the General Assembly and signed by me on May
27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 226.

AN ACT concerning

State Board for Professional Land Surveyors - License Renewals -
Continuing Competency Demonstration

FOR the purpose of requiring the State Board for Professional Land Surveyors to
adopt regulations to require a demonstration of continuing professional
competency for a licensed land surveyor or a licensed property line surveyor to
renew a certain license; providing for the termination of this Act; and generally
relating to the renewal of certain licenses by the State Board for Professional
Land Surveyors.

BY repealing and reenacting, without amendments,
