(2) BY JULY 1, 2001, ESTABLISH AN AUTOMATED SYSTEM FOR
RECORDING THE ISSUANCE, RENEWAL, AND EXPIRATION OF TEMPORARY PLACARDS
IN A TIMELY MANNER TO ENSURE THAT THE OBJECTIVES OF THE TEMPORARY
PLACARD PROGRAM ARE ACHIEVED IN AN EFFICIENT AND ORDERLY MANNER.

(I) IN ACCORDANCE WITH THE PROVISIONS OF THIS SECTION, BY JULY 1,
2001, EACH BOARD FOR LICENSED PHYSICIANS, LICENSED CHIROPRACTORS,
LICENSED OPTOMETRISTS, OR LICENSED PODIATRISTS SHALL BE RESPONSIBLE FOR
THE DEVELOPMENT AND MAINTENANCE OF A DATABASE SYSTEM WITH WHICH THE
ADMINISTRATION CAN INTERFACE AND VERIFY LICENSURE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 168.

This bill requires health insurers, nonprofit health service plans, and HMOs
(carriers) to provide coverage for a prosthesis for individuals who have undergone a
mastectomy and have not had breast reconstruction:

Senate Bill 181, which was passed by the General Assembly and signed by me on
April 27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me
to sign House Bill 168.

AN ACT concerning

Health Insurance - Coverage for a Prosthesis

FOR the purpose of requiring certain health insurers, nonprofit health service plans,
and health maintenance organizations to provide coverage for a prosthesis
under certain circumstances; prohibiting certain health policies or contracts
from imposing a deductible on the coverage for a prosthesis under certain
cireumstances;
providing for the application of this Act; and generally relating to
coverage for a prosthesis in health insurance.
