displaced from occupied dwellings under this Act and the cost and success of
relocating persons displaced in alternative, more suitable housing.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 1999.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 787.

This bill prohibits a person from setting a fyke net in the Bush River within 300 feet
of another fyke net or within 750 feet of a pound net, measured at right angles to
existing nets or line of nets for enforcement purposes except within the boundaries of
the Aberdeen Proving Grounds. An owner, tenant or lessee of the riparian rights of
any property bordering the Bush River is authorized to place a single fyke net that is
closer than 300 feet to another fyke net or pound net set in front of an adjacent
property.

House Bill 1201, which was passed by the General Assembly and signed by me on
May 13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to
sign Senate Bill 787.

FOR the purpose of prohibiting a person from setting a fyke net in the Bush River
within a certain distance of another fyke net or pound net with a certain
exception; authorizing an owner, a tenant, or a lessee of certain property to
maintain a single fyke net within a certain distanced of a certain other fyke net
or pound net; and generally relating to pound nets and fyke nets in the Bush
River in Harford County.
