(1) Develop specifications for [the submission of] SUBMITTING
campaign finance reports [in an electronic storage format] USING AN ELECTRONIC
MEDIUM; and

(2) Adopt regulations necessary to implement the requirements of this

section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 756.

This bill authorizes Talbot County and its municipal corporations to grant a property
tax credit to Chesapeake Wildlife Heritage, Inc. for personal property used for the
organization's purposes but not used for revenue or income producing purposes.

House Bill 1025, which was passed by the General Assembly and signed by me on
April 27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me
to sign Senate Bill 756.

AN ACT concerning

Property Tax - Talbot County - Chesapeake Wildlife Heritage

FOR the purpose of requiring authorizing the governing body of Talbot County and
the governing body of a municipal corporation in Talbot County to grant a credit
against the property tax imposed on certain property owned by Chesapeake
Wildlife Heritage, Inc.; providing for the construction of this Act; and generally
relating to an optional property tax credit against the county property tax
imposed on certain property owned by Chesapeake Wildlife Heritage, Inc.
