(II) THE PROPOSED DESIGNATION OF WORK-RELATED SKILLS AND
OCCUPATIONS THAT ARE IN SHORT SUPPLY AND ARE CRITICAL TO MARYLAND'S
ECONOMIC DEVELOPMENT STRATEGY AND ANY PROPOSED MODIFICATION OF THAT
DESIGNATION MAY NOT TAKE EFFECT UNTIL AT LEAST 45 DAYS AFTER SUBMISSION
OF THE PROPOSED ACTION TO THE JOINT COMMITTEE ON ADMINISTRATIVE,
EXECUTIVE, AND LEGISLATIVE REVIEW.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1999, and shall be applicable to all taxable years beginning after December 31,
1998.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 427.

This bill allows the Department of Natural Resources to increase the cost of
Chesapeake Bay sport fishing licenses by $2, increase the cost of a Chesapeake Bay
sport fishing license (pleasure boat decal) for a boat registered in any state from $30
to $40, increases the commission of a Chesapeake Bay sport fishing license agent
from $0.50 to $1.00 and repeals the striped bass stamp and tag requirements.

House Bill 733, which was passed by the General Assembly and signed by me on May
27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 427.

AN ACT concerning

Natural Resources - Fish - Permits and Fees

FOR the purpose of increasing the cost of certain Chesapeake Bay sport fishing
licenses; authorizing the Department to provide by regulation for the issuance of
a certain sport fishing license to be affixed to a boat registered in any state;
increasing the commission of a certain designated Chesapeake Bay sport fishing
license agent; increasing the cost of a certain special license; providing for the
use of certain funds; repealing striped bass stamp and tag provisions; and
generally relating to fish permits and fees.
