SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1999.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 308.

This bill provides that members and employees of the Harford County Liquor Control
Board are subject to provisions of State law regarding conflicts of interest and
lobbying activities.

House Bill 354, which was passed by the General Assembly and signed by me on May
13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 308.

AN ACT concerning

Harford County - Liquor Control Board - Disclosure

FOR the purpose of establishing that the members and employees of the Harford
County Liquor Control Board are subject to provisions of law regarding financial
disclosure, conflicts of interest, and lobbying activities; establishing that
employees of the Liquor Control Board are subject to provisions of law regarding
conflicts of interest and lobbying activities
; requiring members and employees of
the Liquor Control Board to provide certain disclosure; and generally relating to
the Harford County Liquor Control Board.

BY repealing and reenacting, with amendments,
Article 2B - Alcoholic Beverages
Section 15-201(b)
Annotated Code of Maryland

(1998 Replacement Volume and 1998 Supplement)

BY adding to

Article 2B - Alcoholic Beverages
Section 15-205(i)(4)
