Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 206.

This bill extends the termination date of the Task Force to Study Increasing the
Availability of Substance Abuse Programs from January 1, 2000 to December 31, 2000
and extends the date by which the task force must issue a final report from January
1, 2000 to January 1, 2001.

House Bill 62, which was passed by the General Assembly and signed by me on May
13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 206.

AN ACT concerning

Task Force to Study Increasing the Availability of Substance Abuse
Programs - Extension of Sunset and Time to Issue Final Report

FOR the purpose of altering the termination date of the Task Force to Study
Increasing the Availability of Substance Abuse Programs; extending the date
requiring by which the Task Force to Study Increasing the Availability of
Substance Abuse Programs is required to issue a final report; making technical
changes; and generally relating to the Task Force to Study Increasing the
Availability of Substance Abuse Programs.
