RESOLVED, That the General Assembly of Maryland hereby declares every
March 14 to be "Louis L. Goldstein Day", in honor of the late Louis L. Goldstein; and
be it further

RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Services to the Honorable Parris N. Glendening, Governor of Maryland;
the Honorable Thomas V. Mike Miller, Jr., President of the Senate of Maryland; and
the Honorable Casper R. Taylor, Jr., Speaker of the House of Delegates.

A House Joint Resolution concerning

Commission on Transportation Investment

FOR the purpose of establishing a Commission on Transportation Investment to
examine the needs and funding of the transportation system in the State of
Maryland; providing for the membership of the Commission; providing for
certain notice procedures for meetings of the Commission; providing for a
certain report; and generally relating to a Commission to examine the needs and
funding of the transportation system in the State of Maryland.

WHEREAS, The transportation system of this State is funded entirely by the
Transportation Trust Fund which is independent of the General Fund;

WHEREAS, The largest source of revenue dedicated to the Transportation Trust
Fund, the motor fuel tax, is not sensitive to inflation, thereby creating a revenue
shortfall once system preservation and improvement needs begin to outpace
revenues;

WHEREAS, An impending revenue shortfall would prevent the State from
addressing approximately $400 million in future unmet transportation needs across
the State; and

WHEREAS, A comprehensive, long-term solution is necessary to avoid a
revenue shortfall and ensure that revenues dedicated to the Transportation Trust
Fund are sufficient to maintain our existing infrastructure and meet the State's
future unmet transportation needs; and

WHEREAS, In 1988 1998, the Governor and the Speaker established a
Transportation Investment Committee to review future transportation needs and
submit recommendations oh ways to maintain a healthy transportation system; and

WHEREAS, There is a long-term need to continue the work of this Committee;
now, therefore, be it
