BY OCTOBER 30, 1999. Maryland Higher Education Commission shall draft a plan to
administer the Maryland HOPE Scholarship Program established under Title 18,
Subtitle 22 of the Education Article. The Commission's plan shall include a 3-year
implementation schedule, beginning July 1, 2000, for the progressive availability of
the Maryland HOPE Scholarship Award to all eligible students. By October 30, 1999,
the Maryland Higher Education Commission shall submit the plan for the
implementation of the Maryland HOPE Scholarship Program to the Governor, and
subject to § 2-1246 of the State Government Article, the Senate Economic and
Environmental Affairs Committee and the House Ways and Means Committee.

SECTION 4. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall
take effect October 1, 1999 2000.

SECTION 5. AND BE IT FURTHER ENACTED, That subject to Section 4 of
this Act, Sections 1 and 3 of this Act shall take effect July 1, 1999.
