establishing the requirements for receiving a Maryland Teacher Scholarship;
providing for the funding of Maryland Teacher Scholarships; establishing the
Maryland HOPE Scholarship Program for certain students; providing for the
awarding of Maryland HOPE Scholarships; establishing the requirements for
receiving a Maryland HOPE Scholarship; requiring the State Scholarship
Administration to send each Senator and Delegate certain information;
providing for the funding of the Maryland HOPE Scholarships; requiring the
Maryland Higher Education Commission to submit a plan by a certain date;
providing for the effective dates a delayed effective date for certain sections of
this Act; and generally relating to scholarships.
BY adding to
Article - Education
Section 18-2101 through 18-2110, inclusive, to be under the new subtitle
"Subtitle 21. Maryland Teacher Scholarships"; and 18-2201 through
18-2210 18-2211, inclusive, to be under the new subtitle "Subtitle 22.
Maryland HOPE Scholarships"

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Education
SUBTITLE 21. MARYLAND TEACHER SCHOLARSHIPS.
18-2101.
(A) IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.
(B) "ELIGIBLE INSTITUTION" MEANS AN INSTITUTION AS DEFINED BY § 18-103
OF THIS TITLE A PRIVATE OR PUBLIC INSTITUTION OF HIGHER EDUCATION IN THIS
STATE THAT POSSESSES A CERTIFICATE OF APPROVAL FROM THE MARYLAND
HIGHER EDUCATION COMMISSION.
(C) (1) "SERVICE OBLIGATION" MEANS TO TEACH FULL TIME IN THE STATE
AS A CERTIFIED TEACHER IN A MARYLAND PUBLIC PUBLIC ELEMENTARY OR
SECONDARY SCHOOL.
(2) "SERVICE OBLIGATION" DOES NOT MEAN EMPLOYMENT AS
TEACHING ASSISTANTS, PROVISIONAL CERTIFICATE TEACHING—POSITIONS,
VOLUNTEER SERVICE, PAID FELLOWSHIPS, OR INTERNSHIPS.
(D) "ADMINISTRATION" MEANS THE STATE SCHOLARSHIP ADMINISTRATION
AS DEFINED IN § 18-101(B) OF THIS TITLE.
