(2) BEER THAT IS PRODUCED AND PROCESSED AT A CLASS 5 BREWERY
OR A CLASS 7 MICRO-BREWERY IN MARYLAND. 

(d) A special [WF] BEER AND WINE FESTIVAL license entitles the holder to
display and sell at retail BEER AND wine for consumption on or off the licensed
premises on the days and for the hours designated for the SPECIAL BEER AND wine
festival in Baltimore County.

(e) The license fee is $15.

(f) The provisions of this section may not prohibit the licensee from holding
another alcoholic beverages license of a different class or nature.

(g) The Baltimore County Board of License Commissioners:

(1) Except for the dates chosen for the Cumberland and Shenandoah
Valley Wine Festival in Washington County, the Maryland Wine Festival in Carroll
County and the Anne Arundel County Beer and Wine Festival shall approve one
weekend annually for the SPECIAL BEER AND wine festival; and

(2) Shall approve a location in Baltimore County for this festival which
does not hold an alcoholic beverages license.

(h) The Baltimore County Board of License Commissioners shall adopt
regulations for implementing this section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1999.

(House Bill 1195)

AN ACT concerning

Higher Education - Educational Excellence Awards - Economic

Development Grants

FOR the purpose of allowing qualified recipients of an Educational Excellence Award
to also receive awards under the Economic Development Student Assistance
Grant Program and the Maryland Science and Technology Scholarships
Program; requiring each recipient of a Guaranteed Access Grant to have
satisfied a certain grade point average requirement; establishing a minimum
award under the Educational Excellence Award Program; clarifying that
continuation of the award is contingent upon a recipient's making satisfactory
progress toward a degree and satisfying the standards of the institution;
amending the Economic Development Assistance Grants Program where
necessary to conform with this purpose; and generally relating to financial
assistance for higher education.
