SECTION 3. AND BE IT FURTHER ENACTED, That bonds may not be
issued for a new student center until Morgan State University submits a project plan
to the budget committees of the General Assembly and 45 days have elapsed to allow
the committees an opportunity to review and comment on the plan.

SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1999.

AN ACT concerning

Morgan State University - Procurement Authority

FOR the purpose of expanding the procurement authority of Morgan State University
to include certain supplies funded by proceeds from State general obligation
bonds.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Finance and. Procurement

12-107.

(b) Subject to the authority of the Board, jurisdiction over procurement is as
follows:

(5) the University System of Maryland, without the approval of any of
the other primary procurement units, may engage in the procurement of:

(i) supplies for the University, including motor vehicles and, to the
extent provided by Title 3, Subtitle 4 of this article, information processing supplies,
but excluding insurance;
