(3) ARE BASED ON THE CHILD CARE LICENSING STANDARDS
ESTABLISHED BY THE DEPARTMENT OF HUMAN RESOURCES BY REGULATION
UNDER TITLE 7, SUBTITLE 1 OF COMAR.
7-1105. 6-804.
(A) THE DEPARTMENT SHALL ADMINISTER THE FUND AS DIRECTED BY THE
EXECUTIVE COMMITTEE.
(B) (1) THE DEPARTMENT SHALL ISSUE A REQUEST FOR PROPOSALS FOR AN
INTERMEDIARY.
(2) IN SELECTING THE INTERMEDIARY, THE DEPARTMENT SHALL
CONSIDER THE FOLLOWING CRITERIA:
(I) THE PRIOR EXPERIENCE OF THE APPLICANT IN THE
PROMOTION OF EFFECTIVE AFTER SCHOOL PROGRAMS;
(II) THE PRIOR EXPERIENCE OF THE APPLICANT IN RAISING FUNDS
FROM NONGOVERNMENTAL SOURCES; AND
THE AMOUNT OF MONEY THE APPLICANT SEEKS TO PERFORM
ITS FUNCTIONS.
(3) IN PREPARING THE REQUEST FOR PROPOSAL AND SELECTING THE
INTERMEDIARY, THE DEPARTMENT SHALL ACT IN CONSULTATION WITH THE
ADVISORY COMMITTEE.
(4) THE DEPARTMENT SHALL PREPARE AND PUBLISH AN ANNUAL
EVALUATION OF THE PROGRAM, THE EFFECTIVENESS OF THE INTERMEDIARY, THE
QUALITY OF PROPOSALS FUNDED BY THE INTERMEDIARY, AND THE EVIDENCE OF
IMPACT OF AFTER SCHOOL PROGRAMS FUNDED THROUGH GRANTS AWARDED BY
THE INTERMEDIARY.
(B) (1) PRIOR TO FINAL ACTION BY THE EXECUTIVE COMMITTEE, THE
ADVISORY BOARD SHALL REVIEW AND MAKE RECOMMENDATIONS ON:
(1) (I) PROGRAM STANDARDS;
(2) (II) REQUESTS FOR PROPOSALS: AND
(3) (III) CRITERIA FOR AWARDING GRANTS.
(2) A MEMBER OF THE ADVISORY BOARD MAY NOT VOTE ON OR MAKE
ANY RECOMMENDATION TO THE EXECUTIVE COMMITTEE IF THE MEMBER HAS A
FINANCIAL INTEREST THAT MAY BE SUBSTANTIALLY AFFECTED BY THAT
RECOMMENDATION.
(C) (1) ON OR BEFORE DECEMBER 15 OF EACH YEAR, THE EXECUTIVE
COMMITTEE, IN CONSULTATION WITH THE ADVISORY BOARD. SHALL REVIEW AND
UPDATE THE COMPREHENSIVE PLAN OF AFTER-SCHOOL OPPORTUNITY PROGRAMS
AS DESCRIBED IN PARAGRAPH (2) OF THIS SUBSECTION.
