AREAS OF THE WATERS OF THE STATE IN WHICH THOSE VESSELS CONGREGATE
INCLUDING AREAS OF OVERNIGHT ANCHORING AND MOORING; AND

(2) IDENTIFY WATERS OF THE STATE THAT SUPPORT LIVING
RESOURCES THAT ARE PARTICULARLY SENSITIVE TO THE DISCHARGE OF SEWAGE
FROM BOATS, SHIPS, AND OTHER VESSELS, USING CRITERIA ESTABLISHED UNDER
THE FEDERAL WATER POLLUTION CONTROL ACT AND 40 C.F.R. § 140.1 140.4.

(B) ON OR BEFORE DECEMBER 1, 2000 APRIL 15, 2001, THE DEPARTMENT
SHALL TAKE STEPS TO ENSURE THAT ADEQUATE FACILITIES FOR THE SAFE AND
SANITARY REMOVAL AND TREATMENT OF SEWAGE FROM ALL VESSELS, AS
DETERMINED UNDER THE FEDERAL WATER POLLUTION CONTROL ACT, ARE
REASONABLY AVAILABLE FOR THE SENSITIVE AREAS IDENTIFIED UNDER
SUBSECTION (A)(2) OF THIS SECTION.

(C) (1) THE DEPARTMENT SHALL CONSULT WITH THE DEPARTMENT OF THE
ENVIRONMENT IN COMPLYING WITH SUBSECTIONS (A)(2) AND (B) OF THIS SECTION.

(2) THE DEPARTMENT SHALL MAKE RECOMMENDATIONS, IF
APPROPRIATE, TO THE DEPARTMENT OF THE ENVIRONMENT ON ANY SUGGESTED
CHANGES TO EXISTING WATER QUALITY STANDARDS.

SECTION 2. AND BE IT FURTHER ENACTED, That, subject to the provisions
of § 2-1246 of the State Government Article, the Department of Natural Resources
shall report on or before January 1, 2000 to the Senate Economic and Environmental
Affairs and House Environmental Matters Committees on the Department's
strategies, including cooperative efforts with the United States Coast Guard, to
improve boater compliance with State and federal laws governing marine sanitation.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1999.

AN ACT concerning

Agricultural Land Preservation - Sand and Gravel Pilot Program

FOR the purpose of authorizing the Agricultural Land Preservation Foundation to
establish a pilot program for the extraction of sand and gravel from certain land;
providing certain components of the pilot program; providing for the adoption of
certain regulations; requiring certain extractions of sand and gravel to be in
accordance with certain provisions of law; requiring the Foundation to submit a
certain report by a certain date; providing for the termination of this Act; and
generally relating to agricultural land preservation and sand and gravel mining.
