(5) In accordance with the infant mortality prevention strategic plan,
recommend to the Governor distribution of community incentive grants concerning
infant mortality prevention from funds provided in the State budget for this purpose,
giving priority to innovative projects that:

(i) Promote the establishment of a regionalized perinatal maternal
and infant health system; and

(ii) Demonstrate a high level of commitment to [the] maternal and
infant health by making available nonstate funds, personnel, and facilities; and

Code; § 10-507 of the State Government Article; and [§ 2-105,] Title 2, Subtitles 2, 4,
and 5, Titles 3 and 4, Title 6, Subtitle 1, Title 7, Subtitles 1, 2, and 3, §§ 8-127, 8-128,
and 8-129, Part V of Title 8, Subtitle 1, and Title 10, and Division II of the State
Finance and Procurement Article, and may carry out its corporate purposes without
obtaining the consent of any department, board, or agency of the State.
