SECTION 4. AND BE IT FURTHER ENACTED, That each agency in the
Executive Branch of State government:

(a) shall establish a goal of having 10% of all eligible agency employees
participate in a telework program; and

(b) on December 1, 1999 and on December 1, 2000, shall submit to the Senate
Budget and Taxation Committee and the House Appropriations Committee, in
accordance with § 2-1246 of the State Government Article:

(1) a report on the agency's success in implementing a telework program,
including success in meeting the 10% participation goal, and on the effect of the
telework program within the agency; or

(2) if the agency does not have a telework program, a report on efforts
made by the agency to establish a telework program and a discussion of why these
efforts were unsuccessful.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1999. It shall remain effective for a period of 2 years and 3 months and, at the
end of September 30, 2001, with no further action required by the General Assembly,
this Act shall be abrogated and of no further force and effect.
