(X) ONE REPRESENTATIVE OF THE DEPARTMENT OF JUVENILE

JUSTICE; AND

(XI) (X) ONE REPRESENTATIVE OF THE OFFICE FOR CHILDREN,
YOUTH, AND FAMILIES;

(XI) ONE CERTIFIED SCHOOL PSYCHOLOGIST WITH EXPERIENCE
WORKING WITH DISRUPTIVE STUDENTS;

(XII) ONE REPRESENTATIVE OF THE ASSOCIATION OF ELEMENTARY
SCHOOL PRINCIPALS;

(XIII) ONE REPRESENTATIVE OF THE ASSOCIATION OF SECONDARY
SCHOOL PRINCIPALS;

(XIV) ONE TEACHER FROM AN ALTERNATIVE EDUCATION PROGRAM
FOR DISRUPTIVE STUDENTS IN THE STATE;

(XV) ONE STUDENT FROM AN ALTERNATIVE EDUCATION PROGRAM
FOR DISRUPTIVE STUDENTS IN THE STATE; AND

(XVI) ONE PUPIL PERSONNEL WORKER OR GUIDANCE COUNSELOR
FROM A SCHOOL IN THE STATE;

(XVII) ONE PARENT OF A STUDENT WHO ATTENDED AN
ALTERNATIVE EDUCATION PROGRAM;

(XVIII) ONE REPRESENTATIVE FROM ADVOCATES FOR CHILDREN

AND YOUTH;

(XIX) ONE REPRESENTATIVE FROM THE MARYLAND DISABILITY LAW

CENTER; AND

(XX) ONE FAMILY MEMBER OF A CHILD WITH AN EMOTIONAL

DISORDER,

(C) THE GOVERNOR SHALL DESIGNATE THE CHAIRPERSON OF THE TASK
FORCE.

(D) THE TASK FORCE SHALL DEVELOP A COMPREHENSIVE STRATEGY FOR
ADDRESSING CHRONICALLY DISRUPTIVE STUDENTS IN THE STATE BY:

(1) EXAMINING THE SCOPE OF THE PROBLEM;

(2) COLLECTING DATA TO DETERMINE CURRENT PRACTICES WITH
REGARD TO CHRONICALLY DISRUPTIVE STUDENTS IN SCHOOLS THROUGHOUT THE
STATE;

(3) COLLECTING DATA REGARDING THE ESTABLISHMENT OF
ALTERNATIVE EDUCATIONAL PROGRAMS IN OTHER STATES;

(4) DETERMINING THE AMOUNT OF FEDERAL, STATE, LOCAL, AND
PRIVATE SECTOR FUNDING CURRENTLY AVAILABLE FOR ALTERNATIVE
EDUCATIONAL PROGRAMS FOR CHRONICALLY DISRUPTIVE STUDENTS;
