AN ACT concerning

Washington County Commissioners - Borrowing Authority

FOR the purpose of authorizing the Washington County Commissioners to borrow, in
any one fiscal year, up to a certain amount, on the credit of the county, on
promissory notes, to pay expenses or obligations of the county, without specific
legislative authority for a specific loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 22 - Washington County

THE COUNTY COMMISSIONERS MAY BORROW, ON THE CREDIT OF THE COUNTY,
ON PROMISSORY NOTES, SUMS OF MONEY NOT TO EXCEED $5,000,000 IN ANY ONE
FISCAL YEAR FOR THE PURPOSE OF PAYING ANY EXPENSES OR OBLIGATIONS OF THE
COUNTY, EVEN THOUGH NO SPECIFIC LEGISLATIVE AUTHORITY TO MAKE THE
PARTICULAR LOAN HAS BEEN FIRST OBTAINED.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1999.

Confined Individuals

FOR the purpose of authorizing increasing the number of settings in which a licensed
cosmetologist, under certain conditions, to may practice cosmetology on certain
individuals who are confined to or located in certain settings; establishing a
certain pilot program in Cecil County that exempts a licensed cosmetologist
