(1) HAS BEEN AUTHORIZED BY THE DEPARTMENT TO GIVE THE COURSE
OF INSTRUCTION IN CONSERVATION AND IN COMPETENCY AND SAFETY IN THE
HANDLING OF FIREARMS UNDER SUBSECTION (B) OF THIS SECTION;
(2) HAS COMPLETED AT LEAST 5 YEARS OF SERVICE AS AN INSTRUCTOR
OF THIS COURSE;
(3) MAINTAINS ACTIVE CERTIFICATION AS AN INSTRUCTOR OF THIS
COURSE;
(4) HAS TAUGHT TWO HUNTER SAFETY COURSES DURING THE FISCAL
YEAR PRECEDING THE ISSUANCE OF THE LICENSE; AND
(5) HAS INDICATED TO THE DEPARTMENT AN INTEREST IN RECEIVING A
COMPLIMENTARY CONSOLIDATED HUNTING LICENSE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 1999.

AN ACT concerning
Parking Access for Individuals with Disabilities
FOR the purpose of clarifying and adding certain physical conditions that qualify an
individual for special registration plates, placards, and temporary placards;
authorizing certain medical professionals to certify that individuals have certain
physical conditions necessary to qualify for special registration plates, placards,
and temporary placards; authorizing an applicant for special registration under
this Act to self-certify the presence of certain conditions under certain
circumstances; requiring certain individuals to pay certain parking meter fees
under certain conditions; requiring certain individuals to have certain
identification available for inspection by certain individuals at certain times;
requiring certain boards to develop and maintain certain databases by a certain
date; requiring the Motor Vehicle Administration to establish certain automated
systems by a certain date; limiting the number of placards and special vehicle
registration plates an individual may receive under certain circumstances;
prohibiting a person from fraudulently certifying the presence of certain
physical conditions; defining certain terms; making stylistic changes; clarifying
terms; and generally relating to special registration plates, placards, and
temporary placards for individuals with disabilities.
