SECTION 5. AND BE IT FURTHER ENACTED, That the bodies corporate
named in Section 4 of this Act shall be deemed to be properly incorporated and all
persons, entities, and instrumentalities, including the courts of this State and units of
State government, shall be estopped from denying the legal and corporate existence of
those bodies corporate.

SECTION 6. AND BE IT FURTHER ENACTED, That this Act does not prohibit
the future dissolution or merger of the bodies corporate named in Section 4 of this Act
pursuant to the constitution and canons of the Convention of the Protestant Episcopal
Church in the Diocese of Easton and the applicable provisions of the laws of this
State.

SECTION 7. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1999.

AN ACT concerning

Unemployment Insurance - Self-Employment Assistance Program -
Extension of Termination Date

FOR the purpose of extending the termination date of the self-employment assistance
program until a certain date; requiring the Unemployment Insurance Office in
the Department of Labor, Licensing, and Regulation to report to certain
committees by a certain time on a certain proposal to use certain funds for the
self-employment assistance program under certain circumstances; providing for
the effective date of this Act; and generally relating, to the self-employment
assistance program.
