where and the date when the last filing, refiling or recording, if any, was made with
respect thereto, and the filing number, if any, or book and page, if any, of recording
and further state that the security agreement, statement or notice, however
denominated, in another filing office under the original Code or under any statute or
other law repealed or modified by this act is still effective. Section 9-401 and § 9-103
OF THE PRIOR CODE determine the proper place to file such a financing statement.
Except as specified in this subsection, the provisions of § 9-403(3) OF THE PRIOR
CODE for continuation statements apply to such a financing statement.

10-111.

Except as otherwise provided in this subtitle, the original Code shall apply to
any questions (or] OF priorities if the positions of the parties were fixed prior to the
effective date of this act. In other cases, questions of priorities shall be determined by
this act FOR PRIORITIES FIXED PRIOR TO 12:01 A.M. ON JULY 1, 2001.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2001.

(House Bill 1056)

AN ACT concerning

Creation of a State Debt - Baltimore City - G.R.O.U.P. Ministries, Inc.

FOR the purpose of authorizing the creation of a State Debt in the amount of
$125,000, the proceeds to be used as a grant to the Board of Directors of
G.R.O.U.P Ministries Baltimore, Inc. for certain development or improvement
purposes; providing for disbursement of the loan proceeds, subject to a
requirement that the grantee provide and expend a matching fund; prohibiting
the grantee from using any part of the grant or the matching fund for sectarian
religious purposes; requiring the grantee to grant and convey a certain
easement to the Maryland Historical Trust; and providing generally for the
issuance and sale of bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Baltimore
City - G.R.O.U.P Ministries, Inc. Loan of 1999 in the total principal amount of
$125,000. This loan shall be evidenced by the issuance, sale, and delivery of State
general obligation bonds authorized by a resolution of the Board of Public Works and
issued, sold, and delivered in accordance with §§ 8-117 through 8-124 of the State
Finance and Procurement Article and Article 31, § 22 of the Code.
