the intent of the General Assembly to provide $6,000,000 in
general obligation bonds to support the Robert H. Smith School
of Business at the University of Maryland, College Park. The
support will be phased over two years: $4,000,000 appropriated
in fiscal 2000 and $2,000,000 to be appropriated in fiscal 2001.
