REPOSITORY, the Commission shall issue a passenger-for-hire driver's license or a
taxicab driver's license, as appropriate, to each applicant that meets the requirements
of this title.

(2) The passenger-for-hire driver's license and the taxicab driver's
license shall be in the form that the Commission provides.

[(c)] (D) The Commission may deny an applicant a license OR SUSPEND OR
REVOKE THE LICENSE OF A LICENSEE if the applicant OR LICENSEE has been
convicted of a crime that bears a direct relationship to the applicant's OR LICENSEE'S
fitness to serve the public as a for-hire driver.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 1999
is an emergency measure, is necessary for the immediate
preservation of the public health and safety, has been passed by a yea and nay vote
supported by three-fifths of all the members elected to each of the two Houses of the
General Assembly, and shall take effect from the date it is enacted.

AN ACT concerning

Maryland Science and Technology Scholarships - Elimination of Secondary

School Requirement Eligibility

FOR the purpose of repealing the requirement that a recipient of a Maryland Science
and Technology Scholarship graduate from a secondary school in Maryland;
clarifying the residency requirement for a recipient of a Maryland Science and
Technology Scholarship; and generally relating to Maryland Science and
Technology Scholarships.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a) There is a program of Maryland Science and Technology Scholarships in
