SECTION 2. AND BE IT FURTHER ENACTED, That nothing in this Act shall
be construed to have any effect on the policies and procedures of the Department of
Labor, Licensing, and Regulation in determining the personal financial solvency of a
home improvement contractor.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 1999.

AN ACT concerning

Higher Education - Morgan State University - Creation of Positions

FOR the purpose of repealing the termination of certain provisions of law relating to
the authority of the Board of Regents of Morgan State University to create
positions subject to certain conditions; and generally relating to the powers and
the responsibilities of the Board of Regents of Morgan State University.

Chapter 346 of the Acts of the General Assembly of 1995
Section 4

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

[SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall remain
effective for a period of 4 years and, at the end of June 30, 1999, with no further action
required by the General Assembly, this Act shall be abrogated and of no further force
and effect.]

effect July 1, 1999.
